Synopsis

The first strategy game in the series, set during the height of the Roman Empire, first places you in charge of a small province, but if you succeed you will get more difficult missions.
You must build the city, placing crucial elements such as housing estates, roads, police, water supply, social events, etc. You're not limited to just one city: you can build another area, connected by roads, once the first one is working properly. You have slaves to build and maintain everything.
