Synopsis

In a completely frozen world, people are developing steam-powered technology to withstand the extreme cold. The city leader must manage both the citizens and the infrastructure in which they live. The leader's tactical skills face challenges that will often call into question morality and the fundamental foundations of what we consider an organized society. Resource optimization and management often clash with empathy and thoughtful decision-making. While running the city and society will occupy most of the ruler's time, at some point, exploration of the outside world is necessary to understand its history and current state.
