Synopsis

We are in 20XX. Since Dr. Wily's last defeat, the Blue Bomber has seen peace return.

As people forgot about Dr. Wily, robots started going crazy all over the world. It soon became apparent that these robots were those created by Dr. Light. As phone calls flood into Light's lab, Dr. Wily interrupts all the television programs to announce that these robot riots are not his doing. He then continued to show videos proving Dr. Light's involvement in the recent outbreaks of violence. To make matters worse, Wily gave his personal bank account number and announced that he would accept donations to build his own robot army to counter Light's. Mega Man quickly volunteered to clear Light's name and was sent to investigate the source of the problem.

Before long, the police came to Light Labs to arrest the good doctor, but Light was content to prove his innocence. Meanwhile, Mega Man went after the Robot Masters and, after defeating a few of them, discovered that they were to be decommissioned and sent to the scrapyard because they had reached the expiration date assigned to them by the government. With the last Robot Master down, Mega Man took one of the robot's internal memory units back to Auto to study. Wily had reprogrammed the robots, scheduled for demolition, to rise up against their human masters rather than be destroyed. All the robots wanted was to have a purpose, and they certainly didn't want to be sent to the scrapyard.

After viewing the video, Dr. Wily broke into their laboratory and stole the memory circuit, then retreated to his newly built Wily Castle. Mega Man fought his way through the fortress, fighting powerful robots built with money Wily had received from donations from those worried about robot uprisings. In the end, Mega Man defeated Wily once again and showed him the footage of all the defeats he had inflicted on him. Although Wily appears contrite and apologetic, he tricks Mega Man into believing that Dr. Light is actually imprisoned in a cell in the next room. Despite Proto Man warning him that it was a trap, Mega Man went to investigate the cell and was electrocuted by Dr. Light's decoy there. As Wily's lab self-destructs, Proto Man returns and teleports Mega Man out of the lab just in time.

Eventually, Light was released from prison. He then found useful uses for all the Robot Masters he had designed that had reached their expiration date.

Although the ending indicates that Dr. Wily is nowhere to be found after his base is destroyed, the credits show Concrete Man in pursuit.
