Carmen Sandiego is a master thief who leads the criminal organization V.I.L.E. This organization specializes in stealing treasures from around the world without leaving a trace. Alarmed by this situation, the detective agency A.C.M.E. makes it his personal mission to thwart Carmen Sandiego's plans.
Where in the World is Carmen Sandiego? is a game that tests players' geographic and general knowledge of different countries. Missions begin with the theft of treasure, then the player flies to the crime scene. A countdown is started and the player must search the area and interview witnesses in order to find enough clues to determine which country the thief has flown to. The player always has a limited choice (usually three or four) of flights available in a given country. This process is repeated until the villain is found or time runs out and they manage to escape.
